Rules card
From MTG Salvation Wiki
Rules cards are an extra card in booster packs that explain a theme or mechanic found in that set. They were first introduced in the Lorwyn set. Starting with 10th Edition, a 16th card was added to booster packs. This card was either a rules card or a token produced by something in that set. In 10th Edition they were known as "Tips & Tricks" cards.
