Onella

Onella is a Serra worshipping city-state on the plane of Ulgrotha governed by the Abbot of Onella in the land of Aysen, named after the first abbot to rule the Aysen Abbey there.
Abbey Matrons wander the streets, enforcing laws. Thrice a year, bureaucrats from Aysen travel to Onella to discuss important issues. After Feroz's death, Serra wandered its streets, and tried to save a man in the way of a heavy cart wheeling out of control, but failed. Baron Sengir appeared in the streets of Onella, and convinced Serra to leave Ulgrotha altogether.
